Summary

Expresses the sense of the Senate that: (1) the President should establish a National Commission on International Trade Policy to study the scope and impact of the trade imbalance and to make recommendations for establishing a new consensus for long-term trade policy; (2) the membership of the Commission should be chosen by the President from the private sector and from the Government; (3) the President should establish the Commission by January 1, 1986; and (4) the Commission should report its findings and recommendations to the President by January 1, 1987.
