Amends rule XL of the Standing Rules of the Senate to allow a Senator or an individual who is a candidate for nomination for election, or election, to send franked mass mailings and to use the congressional radio and television studios less than 60 days immediately before the date of the primary or general election if the candidacy of the Senator in such election is uncontested.
