Summary

Expresses the sense of the Senate that: (1) each Federal agency should administer programs subject to Federal cargo reservation laws (including Maritime Administration regulations) to ensure that they are, to the maximum extent practicable, in compliance with the intent and purpose of such laws; and (2) the Maritime Administration should closely and strictly monitor any cargo subject to such laws.
