Summary

Expresses the sense of the Senate that any peace dividend realized by reducing defense expenditures should be reallocated in the following manner in FY 1991: (1) 50 percent for deficit reduction; (2) 20 percent for anti-drug programs; (3) 25 percent for high priority domestic spending programs; and (4) five percent to support continued democratization in Eastern Europe.
