Summary
Amends rule XVI of the Standing Rules of the Senate to prohibit, on a point of order by any Senator, an amendment to a general appropriation bill which will increase an appropriation contained in the bill, or add a new item of appropriation, unless such amendment is made to carry out the provisions of an authorization for such appropriation previously enacted into law.
