Summary
Amends the Standing Rules of the Senate to add rule XLIII, which grants a Member of the Senate, acting directly or through employees, the right to assist petitioners before executive and independent Government officials and agencies. Specifies guidelines for such assistance. Prohibits the decision to provide such assistance to petitioners from being made on the basis of contributions or services, or promises of such, to the Member's political campaigns or to other organizations in which he or she has a political, personal, or financial interest. Deems such rule to be part of the Senate Code of Official Conduct for purposes of S. Res. 110, 95th Congress, and all other resolutions pertaining to the jurisdiction of the Select Committee on Ethics.
