Summary
Establishes the Special Committee on Security and Cooperation in Europe to monitor the acts of signatories to the Final Act of the Conference on Security and Cooperation in Europe, with particular regard to cooperation in humanitarian fields. Directs the Special Committee to encourage the Federal government and private organizations to take advantage of provisions of the Final Act to expand East-West economic cooperation.
