Summary

Expresses the sense of the Senate that: (1) the President, through the Secretary of the Treasury and the Secretary of State, should enter into discussions with the Paris Club governments to seek approaches to reduce Poland's debt and should unilaterally announce that the United States will reduce such debt if other nations join in; (2) the President should initiate such discussions at the 1990 Economic Summit of Industrialized Nations in Houston, Texas; and (3) the President should consider inviting the Polish Government to send a representative to such summit to make a presentation on debt reduction proposals.
