Summary

Provides that if a Member who is precluded from foreign travel by the provisions of rule XXXIX of the Rules of the Senate is appointed as a delegate to an official conference to be attended by Members of the Senate, then the appointment of that individual shall constitute an authorization by the Senate and the individual will not be deemed in violation of the rule. Makes this resolution applicable only until November 21, 1998.
