Summary
Revises the Standing Rules of the Senate. Provides that each standing committee of the Senate shall establish a subcommittee to carry out legislative oversight. States that the function of such subcommittees shall be to study the effect and operation of laws and agencies within their jurisdiction and to make forecasts of trends which may occur as a result of new legislation. Directs the Committee on Government Operations to meet with representatives of each of the standing committees of the Senate to discuss the oversight plans of such committees. Requires the Committee to report to the Senate the results of such meetings.
