Expresses the sense of the Senate that the President should: (1) express U.S. opposition to the Soviet Union's imprisonment of Yuri Badzyo; (2) urge the Soviet Union to release Badzyo and stop harassing him and his family; and (3) inform the Soviet Union that the United States, in evaluating its relations with other countries, will consider the extent to which those countries honor their commitments to human rights under international law.
