Establishes a Study Group on Senate Practices and Procedures to recommend to the Senate revisions necessary to preserve the traditions, customs, functions, forms, and spirit of the Senate while enabling it to conduct debate on major issues of national policy. Requires the Study Group to report the results of its findings by June 1, 1983, to the Committee on Rules and Administration.
