Amends rule XXII of the Standing Rules of the Senate to establish a procedure to overturn the Presiding Officer on questions of germaneness of an amendment under cloture. Requires a three-fifths vote of Senators duly chosen and sworn, except on measures to amend the Senate rules, in which case a two-thirds vote is required of Senators present and voting.
