Declares it the sense of the Senate that: (1) the United States support the refusals of United States scientists to visit the Union of Soviet Socialist Republics in protest of the conviction of Yuri Orlov; (2) the United States condemn the U.S.S.R.'s violation of the human rights of its citizens; and (3) the President direct government agencies to evaluate scientific exchanges with the U.S.S.R. until the human rights provisions of the Helsinki Accords are fulfilled.
