Summary
Amends rule 25 of the Standing Rules of the Senate to allow a Senator in the 96th Congress to serve on the Committee on the Budget in addition to serving on two other committees. Prohibits any Senator serving on the Committee on the Budget from serving on any of the following committees: Rules and Administration, Veterans' Affairs', Aging, Intelligence, Small Business, and Joint Economic.
