A resolution to provide Internet access to certain Congressional documents, including certain Congressional Research Service publications, certain Senate gift reports, and Senate and Joint Committee documents.

Summary

Requires the Sergeant-at-Arms of the Senate to make accessible to the public via a centralized electronic system all information available through the Congressional Research Service (CRS) website that is not confidential nor the product of an individual, office, or committee research request, including all CRS issue briefs, reports, and authorization or appropriations products. Directs the Secretary of the Senate, through the Office of Public Records, to make specified gift rule disclosure reports of reimbursed travel expenses or charitable contributions in lieu of honoraria available on the Internet for public access and retrieval. Requires public access to: (1) the CRS information through the websites maintained by members and committees of the Senate; and (2) the specified gift rule disclosure reports through the U.S. Senate website. Grants the Sergeant-at-Arms editorial responsibility for such CRS information on-line. Expresses the sense of the Senate that each standing and special committee of the Senate and each Joint Committee of Congress should provide access via the Internet to publicly available congressional committee materials. Requires the Sergeant-at-Arms to request the General Accounting Office to examine and report to specified congressional committees on the cost of implementing this resolution, especially the cost of establishing and maintaining the database.
