Summary

Directs the Senate Committee on Governmental Affairs to conduct a Special Investigation into illegal or improper fund raising and spending practices in the 1996 Federal election campaigns. Sets forth the procedures to apply to the Special Investigation in addition to the procedures under the Senate and Committee Rules. Mandates a final report. Allows for an extension of the investigation by (and final report of) the Committee. Limits expenses for the Special Investigation to $1.8 million. Prohibits any funds from being expended on the Special Investigation other than those made available under this resolution or a continuing funding resolution. Requires the Senate to consider S. 25 by May 1997.
