Summary

Provides that the Senate declares: (1) that the United States should take immediate steps to establish full diplomatic relations with the People's Republic of China; and (2) that, as the basis for negotiations to establish such diplomatic relations, the United States should make clear it is prepared: (a) to recognize the Government of the People's Republic of China as the sole legitimate government of China; (b) to reaffirm the commitment contained in the Cairo Declaration of 1943 and the Postdam Proclamation of 1945 that Taiwan shall be restored to China; (c) to reaffirm the interest of the United States in a peaceful reunification of Taiwan with mainland China; and (d) to maintain a unilateral guarantee of the security of the people of Taiwan until peaceful reunification has been achieved by the Chinese people themselves.
