Summary

Amends the Standing Rules of the Senate to add rule XXXVI concerning outside earned income. Limits Senators, Senate officers, and Senate employees compensated in excess of $35,000 per year to outside earned income of $25,000 per year. Sets forth the limitations on honoraria for such persons. Authorizes the acceptance of excess honoraria if such excess is donated to a tax-exempt organization and if no tax benefits accrue to such Senator, officer, or employee. Lists types of income that are exempt from the definition of outside earned income.
