Amends rule XXV of the Standing Rules of the Senate to decrease the membership of the following committees: (1) Agriculture, Nutrition, and Forestry; (2) Banking, Housing, and Urban Affairs; (3) Energy and Natural Resources; (4) Environment and Public Works; (5) Foreign Relations; (6) Governmental Affairs; and (7) Labor and Human Resources. Increases the membership on the Committee on Armed Services.
