Summary

Reconstitutes and reauthorizes the Senate Arms Control Observer Group as the Senate National Security Working Group. Modifies the Working Group's authority, including by directing the Group to act as official observers on the U.S. delegation to any negotiations to which the United States is a party on: (1) reduction, limitation, or control of conventional weapons, weapons of mass destruction, or the means for delivery of any such weapons; (2) reduction, limitation, or control of missile defenses; and (3) export controls. Encourages the Working Group to consult with legislators of foreign nations regarding such matters. Excludes from such authority the investigation of intelligence matters. Revises provisions regarding the composition of the Working Group. Increases the amount of money to be expended for staff and expenses.
