Amends rule XXV of the Standing Rules of the Senate to: (1) remove the District of Columbia and Post Office and Civil Service Committees from that group of standing committees upon which no Senator may serve on more than one; and (2) adds the Budget Committee to such group, specifying that such Committee shall have 16 members.
