Summary

Expresses the sense of the Senate that the United States and the Soviet Union should expand the negotiations in Geneva to: (1) consider ways to prevent the use of nuclear weapons; (2) agree on steps to prevent the use of nuclear weapons by third parties and terrorists; (3) reduce the vulnerability of both sides' nuclear retaliatory forces to preemptive attack; and (4) achieve reductions in the number of nuclear warheads and their delivery vehicles.
