Expresses the sense of the Senate that the United States: (1) deplores the use of force against civilians in Kashmir and denounces the tactics of Kashmiri militants; (2) urges the Government of India to reopen Kashmir to the media, human rights organizations, and relief groups; (3) urges all parties to the Kashmir conflict to enter into negotiations to guarantee protection of human rights in Kashmir and ensure the ethnic integrity of its people; and (4) should provide humanitarian assistance to Kashmiri civilians and encourage other governments to assist in relief efforts.
