<b>Bezug:</b> Siehe auch Q12 <br><br><b>Inhalt:</b> Änderung und Ergänzung versch. §§ Bundes-Immissionsschutzgesetz: Erweiterung der Rechtsstellung des Schutzgutes "Umwelt", Aufhebung der Gleichstellung von Pflanzen und Tieren mit Sachen, Erweiterung des Schutzzwecks um Ökosysteme und die Atmosphäre, Erweiterung der Begriffsbestimmung für schädliche Umwelteinwirkungen, Einführung einer befristeten Genehmigung für genehmigungsbedürftige Anlagen, Verpflichtung zur Erstellung einer Stoffbilanz, Wiederaufnahme von Anlagen des Bergwesens in das Bundes-Immissionsschutzgesetz, verschärfte Anforderungen an genehmigungsbedürftige Anlagen, Reststoffvermeidungs- und Abwärmenutzungsgebot, Erweiterung der Emissionserklärung um eine Reststofferklärung, Regelung für Smog- Verordnungen und Verkehrsbeschränkungen sowie für die Aufstellung von Luftreinigungsplänen, Erweiterung des Akteneinsichtsrechts und der Beteiligung von Umweltverbänden, Angleichung der Vorschriften nicht-genehmigungsbedürftiger Anlagen, Strafvorschriften, Neufassungsermächtigung; Änderung des § 1 Abfallgesetz und des § 55 Bundesberggesetz.
