B. beim "Ban Ki-Moon"-Klimagipfel im September 2014 in New York, angesichts der Tatsache, dass im vorliegenden Regierungsentwurf zum Haushalt 2014 vom 12. März 2014 keine Verpflichtungsermächtigung mehr für einen deutschen Beitrag zum "Green Climate Fund" eingestellt ist, und sieht die Bundesregierung die deutsche Verhandlungsposition vor dem Hintergrund des derzeitigen Ko-Vorsitzes im "Green Climate Fund" angesichts einer solchen fehlenden Verpflichtungsermächtigung geschwächt?
