Originaltext der Frage(n):<br /> <br /> Mit welcher Begründung ist die "außerplanmäßige Verpflichtungsermächtigung bei Kapitel 1201 Titel 532 24 – Ausgaben für den Einzug der streckenbezogenen Straßenbenutzungsgebühren – bis zur Höhe von 503 218 T€" (Vorlage des Bundesministeriums der Finanzen Nr. 53/16) unabweisbar, angesichts der Tatsache, dass es für die Ausweitung der Mautpflicht auf alle Bundesstraßen bisher keine Rechtsgrundlage sowie Vertragsgrundlage (mit einem Mautbetreiber) gibt, und warum wäre eine Veranschlagung dieser Mittel erst im Bundeshaushalt 2017 zeitlich nicht ausreichend zur Umsetzung der Mautausweitung bis zum Jahr 2018?
