Original text of the question(s):<br /> <br /> How can the federal government achieve a complete and legal "1:1" implementation of the Energy Performance of Buildings Directive (EPBD) into national law by introducing a balance sheet green gas quota and a balance sheet "bio-staircase" in the sense of the key points of the Building Modernization Act, in particular with regard to the obligation to submit a national building renovation plan in accordance with Article 3, especially in conjunction with Annex II, measure c, element f, as well as to fulfill the requirements in Article 7 and Article 11 paragraph 1 of the EPBD stipulated requirements that stipulate that all new buildings no longer cause CO2 emissions from fossil fuels from 2030 at the latest and also gradually in the existing buildings at their location?
