This joint resolution nullifies the rule submitted by the Bureau of Land Management (BLM) titled National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision  and issued on April 25, 2022. BLM's plan provides for the management of the National Petroleum Reserve in Alaska, which is an approximately 23-million-acre area on Alaska’s North Slope. The 2022 plan replaced the 2020 plan and closed approximately 48% of the reserve to oil and gas leasing in order to protect certain surface resources and uses, such as protecting wildlife and providing subsistence for communities. Thus, the joint resolution removes the protections provided under the 2022 plan and reverts to the 2020 plan.

Next-Generation Geothermal Research and Development Act

Next-Generation Geothermal Research and Development Act This bill directs the Department of Energy (DOE) to support the development of next-generation geothermal systems, such as closed-loop geothermal systems in supercritical conditions. Specifically, the bill expands the Energy Independence and Security Act of 2007 to modify and establish geothermal energy programs, such as programs concerning research and development, grants, and data management. DOE must support a program of research, development, demonstration, and commercial application for next-generation geothermal systems. DOE may administer grants for carrying out certain focus areas of the program. DOE must also ensure that at least one Frontier Observatory for Research in Geothermal Energy (FORGE) field research site has the capabilities to include next-generation geothermal testing. Additionally, DOE must provide grants for (1) the continuation and expansion of research, development, demonstration, testing, and commercial application activities applicable to FORGE sites; and (2) the establishment of a next-generation geothermal systems center of excellence. DOE must also provide grants to accelerate the development, testing, and implementation of innovative technologies to improve the commercial-readiness of geothermal energy projects using next-generation geothermal systems. DOE must expand its&nbsp;repository of geothermal drilling information to include publicly available subsurface data, including data reported as part of fossil fuel and mining operations. DOE must also periodically update the repository to improve its functionality and usability. The bill authorizes the Department of the Interior to commission the drilling of supercritical geothermal exploration boreholes in certain areas to provide control points for deep heat mapping and geothermal development.&nbsp;

Rural and Municipal Utility Cybersecurity Act This bill reauthorizes through FY2030 a program that provides cybersecurity-related assistance and funding to rural electric cooperatives and municipal or small, investor-owned electric utilities. The bill also revises methods of awarding support and expands protections for information shared under the program. This program, known as the Rural and Municipal Advanced Cybersecurity Grant and Technical Assistance Program, is administered by the Department of Energy (DOE). Current law requires DOE to provide technical assistance and funding under the program on a competitive basis; under the bill, assistance and funding may be provided on a competitive&nbsp;or noncompetitive basis. Current law also requires DOE to prioritize providing technical assistance and funding to certain entities, including entities that own defense critical electric infrastructure . The bill specifies that DOE must also prioritize entities that operate such infrastructure. (Defense critical electric infrastructure is electric infrastructure that (1) is located in the contiguous United States, and (2) serves a designated critical defense facility but is not owned or operated by the owner or operator of the critical facility.) Finally, the bill expands an existing protection against disclosure to cover all information shared under the program by or with the federal government or a state, tribal, or local government. This provision protects against disclosure under the Freedom of Information Act and other state, tribal, or local disclosure laws.
