Summary
Eelnõu eesmärk on lihtsustada erihoolekandeteenuste taotlemist, inimese abivajaduse hindamist ja teenusele suunamist. Praegu peavad inimene, kohalik omavalitsus ja Sotsiaalkindlustusamet sageli samu andmeid korduvalt esitama või koguma ning abivajadust paralleelselt hindama. Muudatusega võimaldatakse kohalikel omavalitsustel ja Sotsiaalkindlustusametil olemasolevaid hindamisandmeid ristkasutada ning erihoolekandeteenuste menetlused viiakse STAR-i. Teenusele suunamisel hakatakse senisest enam arvestama ka inimese abivajaduse kiireloomulisust. Inimese ja tema lähedaste jaoks tähendab muudatus vähem asjaajamist ja andmete korduvat esitamist ning paremat võimalust saada abi vastavalt vajaduse kiireloomulisusele. Samuti toetatakse kodulähedaste teenuste arengut: kohalikud omavalitsused saavad enda loodud teenusekohti pakkuda eelkõige oma piirkonna elanikele. Lihtsamaks muutub ka inimese omaosaluse puudujääva osa hüvitamise arvestamine. Teenuseosutajate jaoks paraneb ülevaade inimese abi- ja toetusvajadusest ning suureneb õigusselgus teenuste korraldamisel. Kohalike omavalitsuste ja Sotsiaalkindlustusameti jaoks peaks vähenema dubleeriv hindamine, andmete korduv kogumine ja muu menetlustega seotud töökoormus. Menetluste viimine STAR-i võimaldab andmeid paremini ristkasutada ja protsesse digitaliseerida, muutes erihoolekandeteenuste korraldamise tervikuna lihtsamaks ja vajaduspõhisemaks.
