Summary
Eelnõuga luuakse Eestis valmisolek rakendada Euroopa Liidu ühtseid reegleid, mis aitavad hoida siseturgu toimimas ka suuremate kriiside ajal. COVID-19 pandeemia, energiakriisi ja Venemaa agressioonisõja kogemustele tuginevate reeglite eesmärk on ennetada kaupade, teenuste ja inimeste vaba liikumise takistusi ning oluliste kaupade ja teenuste puudust. Eestis hakkab kriisidega seotud teabevahetust ja koostööd koordineerima Majandus- ja Kommunikatsiooniministeerium, kes kaasab praktiliste ülesannete täitmisse Eesti Varude Keskuse. Kriisi korral võimaldavad uued reeglid muu hulgas jälgida oluliste kaupade tarneahelaid, korraldada ühishankeid ning viimase abinõuna küsida ettevõtetelt vajalikku teavet või paluda eelistada kriisi lahendamiseks oluliste kaupade tootmist ja tarnimist. Muudatused puudutavad eelkõige riigiasutusi ning kriitiliste kaupade ja teenustega seotud ettevõtteid. Ettevõtjatele võivad lisakohustused tekkida eeskätt suure kriisi ajal.
