Summary
Eelnõu eesmärgiks on luua suuremat õigusselgust ja võimaldada karistusõiguslikku tugevamat reageerimist vägivalla ja ähvardamisega seotud süütegude puhul. Samuti on muudatuste eesmärgiks tugevdada lähisuhtevägivalla, vaimse vägivalla ja kübervägivalla ohvrite õiguskaitset ning luua karistusõiguslik alus sekkumiseks haavatavate isikute teadliku ja korduva hooletusse jätmise või inimväärikust alandava kohtlemise korral, ilma et sekkumiseks peaks ära ootama tervisekahjustuse tekkimise. Karistusseadustikku täiendatakse süüdivuse erandiga juhtudeks, kui süüd välistav seisund on tekkinud inimese enda teadliku riskikäitumise tulemusena. Lisaks võimaldatakse uusi rikkumisi ennetavat ja proportsionaalset reageerimist hooletule ja teisi inimesi ohustavale loomapidamisele.
