Summary
Eelnõuga lihtsustatakse ja ajakohastatakse leiutiste valdkonna regulatsiooni. Praegu kehtib patentide, kasulike mudelite ja nendega seotud menetluste kohta 17 eraldi määrust, mille sisu koondatakse edaspidi ühte patendimäärusesse. Muudatustega viiakse seadustest välja liiga detailsed menetlusreeglid ning koondatakse need määrusesse. Samuti ajakohastatakse terminoloogiat ja keelekasutust, eemaldatakse vananenud ja dubleerivaid nõudeid ning täpsustatakse muu hulgas litsentside ja patentidele seatavate pantide regulatsiooni. Muudatuse eesmärk on vähendada bürokraatiat ja halduskoormust ning muuta nõuded ettevõtjatele ja teistele kasutajatele lihtsamini leitavaks ja arusaadavaks. 17 eraldi määruse asemel tuleb edaspidi lähtuda ühest koondmäärusest, mis muudab regulatsiooni selgemaks ja õiguskindlamaks.
