Summary
Tuleva aasta riigieelarve kogumaht on 21,3 miljardit eurot. Eelarve tulude maht on 19,4 miljardit ja kulude maht ligikaudu 20,2 miljardit eurot ning investeeringute maht ligikaudu 1,2 miljardit eurot. Selleks aastaks oodatakse 2,5 protsendilist majanduskasvu ja järgmisel, 2027. aastal 2,3protsendilist kasvu. Valitsussektori nominaalne eelarvepuudujääk väheneb järgmise aasta majandusprognoosiga võrreldes 0,5 protsendipunkti võrra ja jõuab 4 protsendini SKPst. Maksukoormus väheneb järgmisel aastal 35,2 protsendini (2026 oli 35,5 protsenti, 2025 oli 36,2 protsenti). Eelarves vähendatakse märgatavalt eelarvepuudujääki, mis näeb ette riigi kulude vähendamise täiendavalt 250 miljoni euro võrra. Eesti riigi kaitsekulutused jäävad ka edaspidi üle 5 protsendi SKP-st. Samuti jätkub aastateks 2025–2027 kokku lepitud 10-protsendiline riigi kulude kärbe. Eelarve puudujääk suurendab järgmise aasta võlakoormust 2,3 miljardi euro võrra 28,3 protsendini SKPst. Riigieelarvet mõjutavad nii suuremahuline kaitsevõime pakett kui Rail Baltica ehitus Investeeringute kogumaht väheneb aastaga 9,6 protsenti, 1,3 miljardit eurolt 1,18 miljardi euroni, eelkõige investeeringute aastatevahelise ümber planeerimise tõttu. Finantseerimistehingute kogumaht kasvab 2027. aastal eelmise aastaga võrreldes (võrdlusesse on arvestatud ka 2026. aasta lisaeelarve, millega suurendati finantseerimistehinguid 9,2 protsenti, peamiselt tingituna laenukohustiste suurenemisest ning osaluste võõrandamisest. Majandusliku sisu järgi moodustavad 2027. aasta riigieelarve kuludest suurima osa muud tegevuskulud, mille maht on 5,82 miljardit eurot, ning muud toetused, mille maht on 5,68 miljardit eurot. Sotsiaaltoetusteks on kavandatud 4,75 miljardit eurot. Tööjõukulud moodustavad 1,6 miljardit eurot ja majandamiskulud 1,5 miljardit eurot. Ülejäänud kulud moodustavad väiksema osa kogukuludest. Intressikulusid ja muid finantskulusid on kavandatud 365,63 miljonit eurot, käibemaksukulu majandamiskuludelt 269,32 miljonit eurot ning riigisaladusega kaetud vahendeid 173,58 miljonit eurot. Võrreldes 2026. aastaga on kulude jaotus majandusliku sisu järgi üldjoontes sarnane. Muude tegevuskulude, sotsiaaltoetuste ning intressikulu ja muude finantskulude osakaal kogukuludest suureneb ligikaudu ühe protsendipunkti võrra. Majandamiskulude osakaal suureneb ligikaudu 0,2 protsendipunkti. Samal ajal väheneb muude toetuste ja tööjõukulude osakaal ligikaudu ühe protsendipunkti võrra. Käibemaksukulude ja riigisaladusega kaetud vahendite osakaal jääb ligikaudu samale tasemele. 2027. aastal moodustab sotsiaalmaks 29 protsenti ja käibemaks ligi neljandiku riigieelarve tuludest. Tulumaksude osakaal on viiendik ja mittemaksulised tulud moodustavad umbes seitsmendiku. Kulud riigieelarves on esitatud nii majandusliku sisu kui tegevuspõhisuse järgi.
