Summary
Eelnõuga luuakse seaduse tasandil regulatsioon uute avalike meediateenuste mõju hindamiseks ja määratakse meediaregulaator, kes mõju hindab. Sellise õigusliku süsteemi loomise kaudu tagatakse, et Rahvusringhääling ei saaks tulla meediaturule põhjendamatute uute teenustega ega sekkuda ülemäära meediaturu toimimisse. Eelnõuga ajakohastatakse Rahvusringhäälingu rahastamise süsteemi, et viia see vastavusse Euroopa meediavabaduse määruse nõuetega. Kehtiv rahastamismudel ei vasta viidatud määruse põhimõtetele, mis sätestavad, et avalik-õigusliku ringhäälingu rahastamine peab olema kestlik, piisav, prognoositav ja pikaajaliselt tagatud, et vältida poliitilist sekkumist ja tagada toimetuslik sõltumatus. Eelnõu üks keskseid eesmärke on Rahvusringhäälingu juhtimisega seotud regulatsiooni täpsustamine, et tagada selgem õigusraamistik Rahvusringhäälingu peatoimetajate ja toimetuse juhtide töölepingutele.
