Summary
Eelnõuga lihtsustatakse maaparandusega seotud ehitus- ja asjaajamisreegleid, et vähendada maaomanike halduskoormust ning maa- ja ruumiameti töökoormust. Mitmed senised loa- ja kooskõlastusmenetlused asendatakse lihtsamate teatistega ning loobutakse nõuetest, mida ei ole praktikas enam vaja. Olulisema muudatusena asendatakse maaparandussüsteemi ehitus- ja kasutusload ehitus- ja kasutusteatistega. Samuti ei pea enam maa- ja ruumiametiga kooskõlastama kinnisasja sihtotstarbe muutmist ja maakorraldustoiminguid ning loobutakse maaparandushoiukavade koostamisest. Lihtsamaks muutuvad ka väikeste maaparandussüsteemide ehitamise ning maaparandusühistute asutamise ja tegevuse nõuded. Lisaks muudetakse selgemaks kallasraja tõkestamise korda. Edaspidi peab selleks nõusoleku andma kohalik omavalitsus. Kuna ehitusloa asemel hakatakse esitama ehitusteatist, kaob ka senine ehitusloa riigilõiv.
