Summary
Eelnõu kohaselt tõstetakse karistusseadustikus väärteotrahvide määramise aluseks oleva trahviühiku suurust 4 eurolt 8 eurole. Trahviühiku suurus on sisuliselt püsinud muutumatuna alates 1. oktoobrist 2001. Euro kasutamisele võtmisel 2011. aastal ümardati väärteotrahvi ühik 3,8 eurolt 4 eurole. Praegused väärteotrahvid avaldavad süüdlastele üha vähem mõju. Seoses trahviühiku tõusuga kasvab ka hoiatustrahvi määr kiiruse ületamise eest. Senise kolme euro asemel võetakse arvestamise aluseks viis eurot. Lisaks on ette nähtud muudatused, millega trahviühiku suuruse tõstmist mõnevõrra leevendatakse. Esiteks arvestatakse alaealistele rahatrahvi kohaldamisel poolega täiskasvanutele vastavate seaduste vastutuse peatükkides sätestatud suurimast lubatud karistusest. Teiseks pikendatakse rahatrahvi vabatahtliku tasumise aega senise 15 päeva asemel 45 päevani. Kolmandaks langetatakse eelnõuga väikseima võimaliku rahatrahvi suurust 12 eurolt 8 eurole.
