Põhikooli- ja gümnaasiumiseaduse muutmise seadus

Summary

Eelnõu näeb ette eraldada valdadele ja linnadele igal aastal riigieelarveline toetus, mis kataks haridusele tehtavatele kulutustele lisaks ka tugispetsialistide tööjõukulud. Seletuskirjas märgitakse, et tugispetsialisti teenuse tagamine on jäetud kohalike omavalitsuste ja koolide enda kanda. Kohalikud omavalitsused on väga erineva võimekusega ning väiksemad neist ei saa oma koolidele tihtipeale ühtegi tugispetsialisti majanduslikult lubada. Selline olukord seab haridusliku erivajadusega õpilased ebavõrdsetesse tingimustesse, kus tugispetsialistide kooli palkamine sõltub kohaliku omavalitsuse ja kooli majanduslikest võimalustest.
