Summary
Eelnõuga viiakse seadus kooskõlla Euroopa Liidu õigusaktide ja rahvusvaheliste konventsioonide nõuetega ning vähendatakse ettevõtjate ja isikute halduskoormust. Eelnõuga tagatakse meresõiduohutuse seaduse ja sellega seonduvate seaduste vastavus Euroopa Liidu ja rahvusvahelisele mereõigusele. Samuti tagatakse seaduste sidusus, arusaadavus ning õigusselgus. Peamised muudatustest tulenevad mõjud kaasnevad riigiasutustele, näiteks Veeteede Ametile, Maanteeametile, Terviseametile, sadamatele ning laevaomanikele. Olulise mõjuga muudatused on mitmetel tegevusaladel tegevusloa nõudest loobumine või selle asendamine majandustegevusteate esitamisega. Veeteede Ameti läbi viidud analüüsi tulemusel selgus, et mitmete tegevuslubade olemasolu ei ole hädavajalik ning et senine tegevusloa saamise protsess on selle taotlejatele pahatihti liiga bürokraatlik. Veeteede Amet saab hakata reederitele väljastama tunnistust, mis tõendab Nairobi konventsiooni nõuetele vastava tagatise või kindlustuse olemasolu, ning ballastvee konventsiooni alusel vabastust ballastvee ja selle setete käitlemise nõudest.
