Summary
Eelnõuga muudetakse kinnisasja omandamise kitsendamise seadust eesmärgiga sätestada kinnisasja omandamise kitsendamise seaduses põllumajandus- ja metsamaa omandamise piirangud välismaalasele, kes maareformi seaduse tähenduses on füüsiline isik, kes ei ole Eesti kodanik. Lisaks eemaldatakse tehingu subjektidest kolmanda riigi kodanikud ja juriidilised isikud, mis välistab nende poolt maa omandamise. Eelnõuga ei keelata maad rentida ja selliselt tulu teenida ning põllumajanduse, metsanduse või ettevõtlusega tegeleda ning selliselt ka Eesti elu edendada ning maid ja metsa majandada. Eelnõuga seatakse tingimused välismaalasele, kes soovib omandada Eesti riigi territooriumil põllumajandus- või metsamaad. Eelnõu kohaselt saavad välismaalased ka edaspidi omandada põllumajandus- ja metsamaad, kuid üksnes seaduses toodud tingimustel. Piirangud aitavad kaasa maa üksnes elamisloa saamise eesmärgil soetamise tõkestamisele.
