Summary
Muudatuse eesmärgiks on suurendada alaealiste kaitset seksuaalse kuritarvitamise eest. Eesti on hetkel kehtiva karistusseadustiku alusel vähemuses Euroopa Liidu liikmesriikidest, kus täiskasvanud isik võib olla seksuaalsuhtes vähemalt neljateistaastase alaealisega. Arvestades alaealiste vastaste seksuaalkuritegude hulka kõikidest seksuaalkuritegudest, on vajalik suurendada alaealiste kaitset kuritegevuse eest, mis avaldab pikaajalist mõju laste arengule ja psüühikale. Hetkel kehitva seaduse alusel on ka maksimaalsed karistusmäärad ebaproportsionaalselt väikesed. Eelnõu kohaselt luuakse mitme paragrahvi muudatuse tulemusel maksimaalmääraks esmakordse kuriteo sooritamise korral kümme aastat vangistust ja mitmendal korral kuni viisteist aastat vangistust.
