Summary
Eelnõuga kehtestatakse 2025. aastast mootorsõidukimaks, millega soovitakse suunata inimesi kasutama vähem saastavamaid sõidukeid. Mootorsõidukimaks hakkab koosnema kahest osast. Esiteks osast, mida tasub mootorsõidukiomanik iga-aastaselt liiklusregistris registreeritud sõidukitelt. Sõiduautode mootorsõidukimaksu määr hakkab koosnema baasosast, CO2 eriheite osast ja täismassi osast. Teiseks kehtestatakse mootorsõiduki registreerimistasu, mida makstakse sõiduautode ja kaubikute liiklusregistris registreerimise eel. Registreerimistasuga soovitakse mõjutada tulevasi autoostu otsuseid. Registreerimistasu valemis on CO2 osakaal suurem, et soodustada vähemsaastavate sõidukite ostmist. Registreerimistasu suurust hakkab ka mõjutama sõiduki vanus. Vanusevähendus väheneb lineaarselt iga aastaga kuni mootorsõiduki esmase registreerimise kuupäevast möödub 15 aastast, pärast mida on vanusekoefitsient 0,20. Mootorsõidukimaksu kogub maksu- ja tolliamet. Registreerimistasu hakkab koguma transpordiamet ja see tasutakse hiljemalt mootorsõiduki registrikande tegemise eel ja see on kande tegemise eelduseks.
