Summary
Eelnõuga antakse valitsusele paindlikumad võimalused, et teha omavalitsuste liitmine mõistlikumaks, mis arvestab paremini kohalikku eripära. Haldusreformi seaduse § 9 lõikes 3 sätestatud loetelu eranditest, mida Vabariigi Valitsusel on lubatud teha omavalitsusüksuste sundliitmise käigus, asendatakse üldise erandi tegemise õigusega. Vabariigi Valitsusele antakse erandite tegemisel vabad käed tingimusel, et valitsus järgib eesti territooriumi haldusjaotuse seaduse § 7 lõikes 5 loetletud põhimõtteid.
