Summary
Eelnõu eesmärk on piirata kohaliku omavalitsuse volikogu valimistel hääleõigust ainult Eesti kodanike ja Euroopa Liidu kodanikega. Kehtiv seadus võimaldab kohalikel valimistel hääletada ka neil alalistel elanikel, kes on mõne muu riigi kodanikud või kellel puudub üldse kodakondsus. Tegemist on maailmapraktikas üliharva olukorraga, reeglina on valimisõigus piiratud kodakondsusega. Taoline kord ehk hääletamisõiguse andmine elamisloa alusel ei ole teinud riigi valitsemist paremaks, pigem vastupidi. On omavalitsusi, kus mittekodanike suure osakaalu tõttu on võimul jõud, mis esindavad mõtteviisi, mis on vaenulik põlisrahva suhtes. Eesti Vabariigi põhiseaduse preambulis antud riigi aluspõhimõtete austamise asemel tunnistavad mittekodanikud hoopis teisi väärtuste hierarhiaid, mis on oht Eesti riigile ja kultuurile.
