The draft provides for the establishment of the principle of incompatibility of mandates in Estonia, according to which a newly acquired mandate cancels the previous mandate. A person who has already been elected as a people's representative, but successfully applies to be a member of another representative assembly, loses his seat in the previous representative assembly. If a member of the Riigikogu is elected to a local government council, the mandate of the Riigikogu is canceled and vice versa.
