Summary
Eelnõu näeb ette taastada 2015. aastal kehtestatud alkoholiaktsiisi määrad aastani 2020. Seletuskirjas märgitakse, et 2016. aastal kehtestatud ja 2017. aastal suvel jõustuvad aktsiisitõusud olid ülemäärased ja ettearvamatud, nad soosivad kange alkoholi eelistamist lahjale alkoholile, mõjutavad riigieelarvele ebasoodsalt piirikaubandust ja asendustarbimist ning kahjustavad Eesti tootjaid ja kaubandust. Õiguslikult on aktsiisitõus vastuolus õiguspärase ootusega, mille riik lõi 2015. aastal tähtajaliselt sätestatud aktsiisimäärade ning lubadusega, et noid enne 2019. aastat ei tõsteta.
