Summary
Eelnõuga soovitakse välisteenistus ühtlustada üldise avaliku teenistuse põhimõtetega. Näiteks muudetakse senine välisteenistujate palgasüsteem sarnaseks teiste ametnikega. Samuti muudetakse seniseid välislähetuse tasu maksmise ja pikaajalise välislähetusega seotud kulude hüvitamise põhimõtteid. Veel muudetakse erialadiplomaatide ning koosseisuväliste haldusteenistujate välisesindusse lähetamise korda, jättes nende lähetamisega seotud otsustuspädevuse, sh ametikohale nimetamise, lähetajaministeeriumile. Samuti on muudatuste järel senisest suurem paindlikkus kohalikul tasandil küsimuste otsustamisel. Seletuskirjas märgitakse, et muudatused puudutavad kõiki välisesinduses töötavaid ametnikke ja nende pereliikmeid ehk ligikaudu 800 inimest. Muudatused ei vähenda pikaajalises välislähetuses oleva teenistuja kogusissetulekut.
