Eelnõu näeb ette alandada lasteaia kohamaksu, millega soovitakse ühtlustada ja parendada olukorda Eesti erinevate piirkondade vahel. Seletuskirjas märgitakse, et seoses mitmekordsete vahedega lasteaia kohamaksudes ja alampalga määra tõusuga on vajalik piirata kohatasude ülempiiri.
