According to the explanatory letter, the bill provides for the suspension of the English language in Estonian public universities and the country's universities of applied sciences. In the case of students in the first level, the proportion of foreign languages remains the same, but in the second and third levels of education, the proportion of students in a foreign language must be gradually reduced.
