Summary
Eelnõuga parandatakse riigieelarve läbipaistvust, muutes riigieelarve seadust selliselt, et tagada täielik üleminek kulu- ehk sisendipõhisele eelarvele, kulude tegevus- ja tulemuspõhine väljund jääks alles üksnes seletuskirja lisasse. Käesolev eelnõu tähendab, et esitatud aastaeelarves peavad olema välja toodud riigi kõik tulud ja kulud nende majandusliku sisu järgi ja asutuste kaupa.
